Add Uzbek RAG evaluation resources (SOAS benchmark + AUT chatbot)

Summary

Adds a new NLP in Uzbek subsection with two Uzbek-focused resources:

• SOAS English-Uzbek RAG Evaluation, a bilingual retrieval-evaluation benchmark for culturally grounded RAG
• AUT Chatbot, a local Uzbek/Russian/English RAG chatbot for AUT FAQ content

Why this fits

The README already organizes resources by language. Uzbek is currently absent, and these entries add low-resource Central Asian NLP coverage without changing the existing structure.

The SOAS benchmark data and documentation are hosted in the linked GitHub repository under MIT/CC-BY-4.0 licensing.
