feat(seer): Enable autofix code review purely on the option#117523

Previously the review_code_changes tool was only exposed on autofix steps that already enabled coding. Gate code_review_enabled purely on the organizations:seer-autofix-code-review option instead and let Seer decide where the tool is actually useful (e.g. only once code edits have accumulated).
