Move isSimilarOrigin and resolveHostname (along with its private detectControlSiloPath helper) out of the monolithic api.tsx into dedicated modules under utils/api/. Tests moved to colocated spec files. Co-Authored-By: Claude Opus 4.6 <noreply@example.com>
