Cant use github actions. stopping by saying "the job was not started because your account is locked due to a billing issue"

A year earller i tired to claim the github education with all the information i have and the card i have. due to limitation of international payment from my bank. my card was rejected by github. and after that i have been restricted to use github actions and in my billing page it always shows "Invalid payment method - authorization hold failed" even though i removed the payment information. how can i fix this without adding any card. i dont have any card which accepts international payment. i have some virtual prepaid card but github wont accept those
